College administrators have been ordered to negotiate in good faith.
Unfair labor practice complaints filed against City College of San Francisco by its faculty labor union passed muster with the state employer relations board.
The state’s Public Employment Relations Board found allegations submitted by American Federation of Teachers 2121 valid, and ordered notices be posted around the campus declaring that the college had violated labor laws.
College administrators have been ordered to cease and desist from “failing and refusing to provide the union with relevant and necessary information” and “failing to negotiate with AFT in good faith,” according to a notice issued on May 11 that must be posted in public places on the college’s campuses for 30 consecutive work days.
The administration must now return to its bargaining position from Dec. 15 where it acknowledged that the retirement savings were approximately $2 million, subject to offsets, and then negotiate in good faith consistent with the May 7 agreement.
The college, which did not immediately respond to an interview request, must pay the union’s attorney and staff time.
The college’s accreditor in January decided against issuing sanctions despite it being on “enhanced monitoring” for three consecutive years over the state of its finances.
Also in May, Trustees Susan Solomon and Anita Martinez put forward a resolution to rehire faculty laid off in 2022. It was passed unanimously in May.
The college and faculty union are continuing to negotiate a new labor contract.
